
HDB to launch more than 10,000 new flats in July exercise
This comprises about 5,500 Build-To-Order apartments and 4,600 units of Sale of Balance Flats
[SINGAPORE] The government will launch more than 10,000 new Build-To-Order (BTO) and Sale of Balance Flats (SBF) units in the July 2025 sales exercise.
This includes about 5,500 BTO flats. Of these, around 1,400 – located at Clementi Emerald and Bangkit Breeze in Bukit Panjang – will have shorter waiting times of under three years. The Clementi project will comprise 753 units and the Bukit Panjang one will have 643 units.
Nicholas Mak, chief research officer at Mogul.sg, expects robust demand for the Clementi project, given its attractive location and the limited availability of BTO flats in the area.
The government last launched two BTO projects, comprising 1,603 flats, in Clementi in 2017. Their application rates ranged from 1.9 times for three-room flats to four times for five-room units.
Given that Clementi Emerald is located closer to the town centre as compared with the previous BTO flats, Mak reckons that even without the shorter waiting time, the latest project would see strong demand from homebuyers.

He added that the government had included flats with shorter waiting time in the Clementi project to divert some demand from two Bukit Merah BTO projects, which are “expected to be very popular”.
The Bukit Merah project located at the intersection of Alexandra Road and Prince Charles Crescent will yield about 490 three-room and four-room units, while the other project, situated beside Crescent Girls’ School, comprises 590 two-room flexi, three-room and four-room flats, as well as facilities such as a pre-school and supermarket.
They are located in Bukit Merah and near Queenstown, the two HDB towns that are popular among homebuyers who are willing to pay top dollar for resale flats, said Mak. “In the past twelve months, there are 192 and 161 million-dollar HDB resale flats transacted in Bukit Merah and Queenstown, respectively.”
He expects the two Bukit Merah projects to be classified as Prime flats and to garner more applications compared with Clementi Emerald, which is likely to be a Plus project.
Some 775 flats will also be offered in Sembawang Beacon, the first BTO project to be launched in the new Sembawang North neighbourhood. The project, which will have a waiting time of about three years, will comprise two-room flexi to five-room units, as well as third-generation flats.
Analysts expect healthy demand for the Sembawang project, with some estimating an application rate of between three and four times for a four-room flat, and prices to start from S$300,000.
New flats available in this recent exercise will also be in Tampines, Toa Payoh and Woodlands. Flat types range from two-room flexi to five-roomers.
The Housing & Development Board will also offer more than 4,600 balance flats. “This is more than the 3,000 SBF units that we had initially committed to,” said Minister of National Development Chee Hong Tat in a social media post on Wednesday (Jul 16).
“More than one-third (1,733) are ready-to-move-in units, while the rest will be completed progressively,” he added. “With this, we will have launched over 10,000 SBF units this year, including those offered in February 2025.”
